Who We Serve

Emerald Insurance Advocates was built to serve people who take what they have built seriously and want a partner who does too.

Insurance agency that understands military life

That includes:

  • Military families and veterans. Active duty service members, spouses, retirees, and veterans who need an agent that understands PCS timelines, deployment schedules, multi-state licensing, coastal markets, and the specific ways military life complicates insurance decisions. Libby has lived this firsthand, across two PCS moves, multiple states, and every version of Murphy's Law the Army could deliver.

  • Small business owners. Entrepreneurs and business owners who need a knowledgeable, independent advocate to help them identify risk, select the right commercial coverage, and protect what they have worked to build. Libby understands small business ownership because she is one.

  • Families building wealth and protecting it. Homeowners, multi-property owners, families with boats, campers, and vehicles, and individuals who care more about having adequate coverage than finding the cheapest premium. If you have worked hard to build something and you want to make sure it is protected correctly, Emerald Insurance Advocates was built for you.

Fifteen Years of Earning the

Right to Say We Know What We Are Doing

Before founding Emerald Insurance Advocates, Libby spent fifteen years with Liberty Mutual across three regional markets, earning the Lamplighter Award, given to the top 2% of agents in the country with one shot to qualify in an entire career, qualified for the Pursuit of Leaders Award numerous times, and achieved over $180,000 in life and annuity sales in a single year in an industry where most agents sell less than $20,000. She mentored over a dozen agents and interns, shattered glass ceilings in every market she worked in. The achievement she’s most proud of and treasures are the client relationships she built that follow a person across state lines every time new orders are cut.

She left not because she was done with insurance, but because she was ready to build something that stayed. Something that was bigger than her, and gave back to her fellow community.

Libby serves on the board of Fascinate-U Children's Museum, is an Ambassador with the Greater Fayetteville Chamber of Commerce, and volunteers as a cantor at Saint Elizabeth Ann Seton Catholic Church. She makes it a point to donate back to causes the community benefits from. She supported the Operator Relief Fund in 2025 to enable SOF personnel and enablers to receive treatment for PTSD. She also organized a team for the Parkinson’s Move Day in 2025, a cause close to her heart in memory of her service disabled father, and was among the top fundraisers for the entire state of North Carolina. She is not here to pass through. She is here to build, to serve, and to stay. Serving this community is not a marketing strategy. It is how she lives.

Frequently Asked Questions

An independent insurance agency works with multiple insurance companies rather than representing a single carrier. This means an independent agent can shop the market on your behalf and find the coverage that best fits your needs, your goals, and your budget. Emerald Insurance Advocates works with nearly 100 insurance companies, giving every client access to the full market.

A captive agent works exclusively for one insurance company, such as State Farm or Allstate, and can only offer that company's products. An independent agent like Libby Woolcock represents multiple carriers and is free to find the best fit for each individual client. The difference is simple: a captive agent works for the insurance company. An independent agent works for you.

Large carriers offer consistency, but they cannot always offer the flexibility, personalized service, or market access that an independent agency can. At Emerald Insurance Advocates, clients are not a policy number. They receive a genuine review of their coverage, access to nearly 100 carriers, and a real person who picks up the phone when something goes wrong.

Emerald Insurance Advocates works with nearly 100 insurance carriers, including Liberty Mutual. Yes. Certain military occupational specialties carry higher risk profiles that can affect life insurance eligibility and pricing.
